CUE time is not a sample address
CUE expresses minutes, seconds and 75 frames per second. A boundary that falls between those units is rounded, then mapped back onto the recording. Review the report if an exact sample cut matters; nearby entered starts may become the same rounded position and be refused.
Keep the reference filename usable
The CUE file refers to the original WAV filename. Renaming or moving that file can break a player’s reference. Keep both together. The timeline CSV describes the rounded starts and spans; it is not a set of separate audio tracks. Pregaps, multiple source files and CD-burning rules are outside this supported subset.

Does this edit MP3 chapters or album tags?
No. It exports a CUE sheet referencing one supported WAV and a timeline CSV. The original audio is not split or rewritten.
Can two nearby starts become the same CUE position?
Yes. Starts round to 1/75 second. A pair that collapses to one position is refused instead of making a zero-length track.
