Rotation and mirroring answer different problems
A rotation changes which edge is at the top; a flip reverses an axis and can make text read backwards. The flip is applied after rotation. Test a frame with an obvious left and right before choosing both operations, especially if the input already has display-orientation metadata.
The output records the displayed decoded image
The browser applies supported decoding and the tool then draws the selected transform. It does not merely rewrite an orientation flag or copy the source video stream. Width and height exchange for 90- or 270-degree turns, subject to output bounds. Keep the original if you need its exact encoding or metadata.
